EasyBuild downloads the tarball via https://cgit.freedesktop.org/xorg/util/macros/snapshot/util-macros-1.19.0.tar.gz, which is basically grabbing the 'raw' sources.
We should probably be downloading from http://xorg.freedesktop.org/archive/individual/util/, which is what you did I think, where the 'pre-processed' source tarballs are that already include a 'configure' script (and don't include autogen.sh anymore)...
