QuantumESPRESSO-6.1-intel-2017a.eb (and all other QE easyconfigs) were built & installed just fine during the regression test for EasyBuild v3.5.0 (and I don't recall any issues with older EasyBuild releases either).
One known issue with QE is the automatic downloading of sources, see https://github.com/easybuilders/easybuild-easyblocks/pull/618.
We have yet to figure out a good fix for that, but until that is in place you should be able to work around this issue quite easily by downloading the sources yourself and putting them in the EasyBuild sourcepath (see output of "eb --show-config" to figure out where).
