The tests currently do not fail (yet) when checksums are missing, we intend to change that soon (see https://github.com/easybuilders/easybuild-easyconfigs/pull/5005).
Your pull request for PLUMED 2.4.1 that includes checksums for 2.4.0 has just been merged.
