One thing you also need to take into account is that the

tcsh-6.20.00-GCCcore-7.3.0.eb easyconfig must be available in your robot search path ("eb --search tcsh-6.20.00-GCCcore-7.3.0" should

That's a known problem which we haven't gotten around to fixing yet, see https://github.com/easybuilders/easybuild-framework/issues/2375 .

that was indeed the problem.  Building now.
