Dear John,
The problem here is that EasyBuild is not able to find the easyconfig
files that determine how gcccuda/2018b is defined (and hence it doesn't
know that GCC/7.3.0-2.30 is a subtoolchain of gcccuda/2018b).
Making sure that the gcccuda-2018b.eb easyconfig file can be found in
the robot search path (check with "eb --search") should be sufficient to
fix this issue...

Are we to build zlib and hwloc with gcccuda?
