Quick answer to that: most likely yes.
Going with GCC 9.1 seems risky since it's a new "major" version.
If there's a GCC 8.4 release before we engrave the 2019b definition into
stone (likely to happen by mid August), then we can consider picking it
up, unless there's no clear benefit.
I'm not sure how likely it is to have a GCC 8.4 release in the coming
weeks/months...
