You can install an old version of the compiler, as soon as you have a *currently valid* license. I reinstalled an intel/2018b toolchain a few weeks ago using the serial number after we renewed the license for 2020. Before that, it was refusing to install anything, because the previous license finished at the beginning of October. Best regards, Yann.
