[easybuild] Install PETSc with --with-mpi=0

Dear Sir or Madam,

I am trying to install PETSc avoiding the use of mpi with --with-mpi=0 in the 
config options
However, it complains that dependencies then, may not be able to use MPI...for 
instance scalapack
Any advice?
