Indeed that was the problem. With "python3.11 -m ensurepip --upgrade" , the pip was intalled in the wrong directory. I cleaned it up and installed pip with "dnf install python3.11-pip " and set the EB_PYTHON=/usr/lib/python3.11 , then the installation of EB 5.2.0 went smoothly.
