It's generally safe. But to be honest there's been  issues in the past.

The Ubuntu guys decided to upload a new version of dansguardian ( from
2.8 to 2.9) as a security update.
This new dansguardian version changed its configuration syntax a
little bit. The ebox package didn't know this new syntax and kept
configuring it  with the old one. The outcome was that dansgurdian
stopped working until you pulled our ebox-squid update.

We have only come across with this scenario once.I was personally
surprised of such a version bump in a stable release.

We could take measures to avoid this in the future but most of them
would imply delay in making security updates available if we have to
test them first...
