Hello, the bad headers policy is applied to the mails which have its headers bad formed. If the headers aren't well formed any software which uses the headers will not treat the message as intended.
If the policy it is set to 'accept', the filter will ignore the bad headers and will carry on with the other email checks. If you don;t want to allow emails with bad headers you can change it to discard, bounce or reject.
