Hello,
  to make a site-to-site link your must configure a openvpn server in
one of your eBox machine and a openvpn client in the ebox machine which
is in the other side.
Make sure you check the 'allow eBox-to-eBox connections' options while
setting up the server.
You must also assure that all the windows clients know the routes
between 192.168.2.0 and 192.168.1.0 pass throught the VPN network.
