I assume you run 0.11 this is how you do it there

Do the following:

   1. Click on services
   2. On top you see "+ add new"
   3. Add a service ...something like service name... Munin  
      description: port 4949 for munin and don't tick the internal box
   4. Then go to your table and find the new added service Munin and
      click on configuration
   5. Again click on add new
   6. Click on protocol the one you want (probably TCP)
   7. Click on source port : single port  4949
   6. Click on destination port : single port  4949
   7. then click on add and your service is born !
