I had the same problem... You should try to launch as "./eci-doctor > log"
Because the time that is lost to print on the screen the results is more important than writing it in a file. and it seems to disturb the modem. Also, at this block, it takes a long time to do something sometimes, 30 seconds. Maybe it's synchronisation to the phone line because I also had this problem when I my modem wasn't plugged to the phone line :-) It's stupid, I know! Then, once you get beyond this problem, if there's a problem at the 259 block, you should copy and rename the bin.dmt file in the exact place of the other .bin file. It's due for different configuration on the telecom operator.
