Yes, I know. But I would suggest to do it the other way around, putting the "com.ibm.icu.base" in the RCP core and let the applications that really need the big one using it instead.
Currently, if you want to use "com.ibm.icu.base" in your RCP app, you also have to touch the RCP feature (and the update).
