To make my steps more reproducable I started with a shiny new workspace, "imported" wireless toolkits and configured javadoc again. Then I created a new project - and it works there! (stupid me did not try that first...) When moving my projects from the old workspace to the new one it works there as well. So I guess there was something broken in my old workspace (which has been used since Eclipse 3.0).
