Ben,

If plug-ins are not updated, the version numbers aren't changed so the 
update site doesn't have to download them again.  Therefore, if you 
aren't careful, you can easily delete plug-ins that are necessary.  The 
only "safe" way to remove plug-ins is using the Eclipse Update Manager.
