This is, unfortunately, a bug that slipped into EclipseME in recent 
releases.  The build.xml template file was accidentally removed from 
source control.  There is a new test version at 
http://eclipseme.org/testversions/eclipseme.feature_1.6.6.a_site.zip 
that has a fix for this problem.  Please give that a try.
