What exactly do you mean? Working on the PushRegistry does not need any
settings in the JAD-File, only for OTA-Installations you may need to add
the permissions in your JAD-File.

If the latter is your point then pleas take a look at the JAD generated
by WTK, and then just copy+paste the permissions into the JAD used by
EclipseME.

The documentation of midp sais
(see docs/api/midp/javax/microedition/io/PushRegistry.html )
"It also includes an indication that this MIDlet  requires permission to
use a datagram connection for inbound push messages. (See  Security of
Push Functions in the package overview for details about MIDlet
permissions.) Note: this sample is appropriate for bursts of datagrams.
It is written to loop on the connection, processing received messages."

MIDlet-Permissions: javax.microedition.io.PushRegistry,
javax.microedition.io.Connector.datagramreceiver
