It may be possible, depending on the device you use. If you specify the needed access in the JAD and sign it, some devices allow to use this access without further confirmation.
But this is very device-specific. For example, a Nokia N73 allows access to filesystem without asking the user, if you specify the "MIDlet-Permissions", while the Nokia N80 keeps asking the user.
