Thank you!  Once I did this one other thing came up so I'll just document
the short process here for future travelers:

> (require :cmp)
> (setf C::*COMPILE-IN-CONSTANTS* t)
> (compile-file "hello.lisp" :system-p t)
> (c:build-program "myecl" :lisp-files '("hello.obj"))

The resulting exe was 7.16 kB, very nice!
