Thanks, Phil. I've accordingly taken care of closing obsolete tickets
and merging obvious patches per my earlier outline.

The single remaining pending patch in the issue tracker is now #35:

It concerns removing the ostensibly superfluous executable permissions
from *.fas files. It would seem safe to apply, unless ECL requires
these files to have exec bits for some obscure reason or another. I
would go ahead and eventually merge that patch and close out #35, too,
if there are no objections in the next several days.
