Hey,
Encoding shouldn't be specified as a symbol in the extensions package,
but as a keyword. Fixed example would be:
CL-USER> (with-open-file (out "test.txt"
:direction :output
:external-format '(:crlf :cp932))
(write-string "some string" out))
"some string"
