Now the reviewer with reading rights doesn't have the Review tab at all.

 Description   
To reproduce:
1. Create a serial review with 3 reviewer (the second one has reading rights).
2. The two first reviewers approve the document.
3. The third one rejects it.
-> User #2 (with reading rights) does not have the Review tab displayed.
