Comment:
Added a "Theme" tab.
Maybe some themes / pages shouldn't be selectable by users.

a web UI is needed for:
- assigning a local theme to a document (including domains, folders)
- unassigning a local theme from a document
- managing the list of assigned local themes
a "Theme" action tab can be added for accessing the management screen.
there should also be a security check before assigning a theme to a folder / document based on local user permissions.
