What server version have you used for this last test ?
Having only 'save locally' choice means the that the server sent a empty list of (server-side) actions. The NLE log shows no errors.

When I click on 'Edit Online' for a Excel file, NuxeoLiveEdit starts and the excel file is opened in Excel. When closing Excel, Excel asks If I want to save the file and NuxeoLiveEdit does NOT open the popup asking if we want to skip increment, increment major, ...
Excel exits, the file icon is still present in NuxeoLiveEdit window and the document stays locked in nuxeo.
