The use case is simple : contributing new rules to an existing filter.
Rules will simply be added in append mode.
Because append mode won't always be what we want, we need a override=true attibute on filter so that the contribution can totally redefine the rules.

 Description   
When deploying the nuxeo sample project, action rules defined in actions-contrib.xml override the defaults rules instead of being merged.

The result is that only "Sample" document have the "Rights" and "View" (or Summary) tabs.

The actions-contrib.xml file :

A temporary work around is to duplicate the default configuration. This is done for the nuxeo simple archetype :
