Change confirmation message "document published" for "Document submitted to publication".

- Display and prevent to publish a given document if the target section hosts already the same version of the given document to publish
Here, the generated puslishing information should keep track of the publishing status of the proxy (i.e : if a workflow has been started and still running on the existing proxy int he target section)
- Display a moderation message information if a Workflow has been started for publishing moderation.
