[Serial Workflow] Users can move and remove but workflow doesnt end!

Example:
I try to make a serial workflow with 3 participants.
The first 2 persons validate the document but the third refuse it.
For X reason, we eliminate the last person.
If the secon person (thus maintaining last one) confirms the document then the
workflow doesnt finish!!
To remedy it, it's necessary to add a new participant.
So is it necessary to have the same number of person that have already given an
opinion(notice) to finish a workflow ?
It is logical but a confirmation is not useless.
