There is the yellow message below the Comment area to be filled in. But it
would be better if there was also a blue message on top of the page, telling
that there is a comment missing. Indeed, with a 1024*768 resolution, the user
has to scroll down to see the yellow message, and so he may not understand why
the document has not been rejected.
