To answer to the original issue, this can be changed by adding all other
permissions as members of the EVERYTHING permissions in the default
permissions-contrib.xml file.
However, as EVERYTHING has very special semantics I am not sure this is a good
idea. Changing that would require extensive code review + testing to make sure
were are not breaking anything.
