Parallel workflow : "approve" link not displayed until there are two

To reproduce :
1. With user 1, start a parallel workflow and add user 2 on the workflow (don't
add user 1 on the workflow).
2. With user 2, go on the document.
-> User 2 can refuse the document but he cannot approve it.
If you add a second participant, "approve" link is displayed with "refuse" link.
