Themes created through the web can be downloaded but they cannot be saved
directly on the server.
solution:
- associate a file:///tmp/theme-name.xml descriptor at creation so that the
theme can be saved on disk
- /tmp is to be replaced by the local OS temp folder
- at server startup scan through the temp directory and load files that match
theme-*.xml
