It appears that the bundles are read but not deployed in RC1. This can be
demonstrated by the following experiment:
0) Shut down server.
1) Create a simple bundle that has 'foo' in it's output. For example, put
"foo" in "index.ftl" that gets expanded when the root of the bundle gets named
in a GET.
2) Find the *existing* index.ftl that is already expanded in the "web"
directory that corresponds to the one in the bundle. Make sure this file does
not have "foo" in it.
3) Restart server.
4) Go to URL with a browser that should have the newly deployed code in it.
You will not see "foo" anywhere on the page.
