Deploy eclipse projects as webengine bundles

Developer should be able to deploy their project without building and copying
it to webengine.
webengine launcher will accept an option to include external bundles (that can
be real jars or exploded jars)
These bundles will be deployed if as they are in bundles directory.
This way you can specify eclipse bin directories to be added to the bundles
list of webengine.
It means you can work directly from eclipse without needing to deploy your
bundle.
