Bad encoding in Spanish translation

When switching the interface language to Spanish, non-ASCII characters seem to
be badly encoded. For instance, where it should say "Título" it says
"T�tulo". Changing the page encoding between UTF-8 and ISO-8859-1 in the
browser doesn't fix the issue.
