I was thinking of Emacs
Actually "theme actions" are modal actions (i.e. in this context, the available 
actions are this and that..).

There is the MS Office / Sharepoint variant with a big action button and a 
drop-down list of actions, but that's 2 clicks, that's not modal at all, and it 
hides the UI.

The theme actions can be moved to the top and made smaller, to avoid clogging 
up the screen though.
