When the user is anonymous, use of the open social dashboard creates a personal
workspace. This is, itself, not so bad but the workspace (correctly) defaults
to allowing the user to create files, so anonymous users can now write files.
This should be changed to fall back to the old (JSF) dashboard for anonymous
users.
