formatting of pages in DM

There seems to be a code path where the "background" (CSS files?) is not loaded
correctly. This problem has been seen by many people when using WebEngine but
I have now seen it with DM. See attached screenshot.
A reload fixed the problem for me, but it could be very surprising for a
customer. Also the fact that this problem is seen both in WebEng and in DM
suggests that perhaps there is a deeper cause.
