Publication failure with message Privilege 'Version' is not granted

Version => 5.3.1 stable
I have 2 users : "Sonia" and "Nia"
"Sonia" has only read access to section C
"Nia" has all rights on section C
I want "Sonia" to publish a document into section C (it works)
I want "Nia" to accept the publication => button appears OK but when I click on
it I have
Exception: org.nuxeo.ecm.core.api.DocumentSecurityException. message: Privilege
'Version' is not granted to 'Nia'

NB : if I want "Nia" to reject publication, it works.
