UI - Distribution tabs issue

2 problems:
1- There is 2 distribution tabs. One is talking about distribution history, the
other to choose the recipient. We could join under the History tab the Case
Event log + the Distribution history.
2- When you click on the 2nd tab, you switch in a new view with useless tabs
(distribution list and favorites). REmove this view and display the
Distribution tab content under the right one :)
