OOo called when trying to access a simple ZIP

If I upload a ZIP file and OOo is not started, I get the following in the logs:
09:28:57,267 WARN [OOoDaemonService] Unable to access OOo instance, probably
wrong UNO JNI lib
(Repeated more than 30 times).
And the request hangs for the same time (3 minutes).
If it's just a ZIP, and not an OOo document, there is no reason to call OOo.
