I've just checked that only the following changes proposed by Bruce are still
pending:
command.manageThemes=Theme management
command.manageMembers=Member management
title.vocabularies=Vocabulary management
action.admin.publication.tree=Administer publication trees
I have to check that they still make sense, though.
