add method to create new model from existing model

At the moment a user can create an instance from a model and create a model
from anywhere.
- create a new lifecycle for DocumentRoute: Draft => Model => Instance
- anyone can create DocumentRoute
- create the method to copy the route to the DocumentRouteModels folder (very
close to the method for instances)
doc goes from draft to Model when copied
update the summary layout to show the button according to the lifecycle (just
using a <c:if is enough)
