By putting the @Guarded annotation on a class or onto a method, services can
protect themselves for being executed according to an administrative status.
We will provide
* the annotation
* an invocation handler that will bind the guard
* a service provider that will create the proxies
* an administrative statuses cache for optimizing accesses
