add commentable steps

A user can create notes on the step, todo:
- add a add comment action that will use the comment servcie to add the comment
to the step
- add a column that shows how many comments are attached to the step
- add the commentable facet to the step
Comments are viewable when clicking on the step (this should be default just
with the commentable facet)
