When remoting is not enabled (org.nuxeo.runtime.server.enabled=false), an error
appears at startup: "Streaming Server Locator is not defined. Streaming will
not work".
This should only appear when remoting is disabled (it is useful when remoting
cannot be started because address is already bound).
