This seems to be caused by the way CoreFolderPublicationNode retrieves its
children: it uses CoreSession#getChildren passing filters as parameters. These
filters are performed after the query is done (post filtering), so it would be
better to do a custom NXQL Query to the core instead (as filters are static in
this class).
