When serializing a document using the nuxeo platform IO component, the second
fraction are not taken in account.
The w3c date format allow to provide the second fraction :
YYYY-MM-DDThh:mm:ss.sTZD.
Impacted class is org.nuxeo.ecm.core.schema.utils.DateParser
