Browsing by tag results in "insufficient rights" error

When logged in on a user account with read access to Sections (but without read
access to Workspaces), I can browse by subject and see the published documents.
However, when I browse by tag, it shows the tag cloud, but when I click on any
particular tag, it says: "You don't have sufficient rights to perform this
operation." The documents were tagged in the Workspaces, assuming the tags
would stay with the published documents.
